The pilot program was launched in 2019 and is currently being implemented in three Canadian cities: Toronto, Calgary, and Vancouver.

The program is designed to help refugees and asylum seekers overcome the barriers they face in accessing the labour market and achieving economic stability. The program provides participants with a range of services and supports, including language training, skills assessments, job placement services, and mentorship and networking opportunities.

The pilot program is open to individuals who have been in Canada for less than five years and who have a minimum of one year of work experience in a professional, managerial, or technical field. Participants must also demonstrate proficiency in English or French and have a post-secondary degree or diploma.

The program is divided into two streams: the Employment Stream and the Entrepreneurship Stream.
